Jack Johnson, Jack Sharkey, James Corbett, Peter Jackson, and Sam Langford deserve to be in this discussion. I personal rank them all above Baer 
Sam McVea, Joe Jeannette, Harry Wills and Tommy Burns there abouts too.

Different eras...
The older guys tend to have much better pre-championship records. And the more modern guys much better title reigns.
Johnson and Dempsey pretty much cleaned out the divisions before winning the title. Then once they had it their reigns were not great by modern standards.
