I still think Keane is the best ref in the uk. He's highly regarded as a judge in America too. WBC use him a lot.

a lot of the A class referees are kept from moving up to star by the fact that it is the star Refs that decide on who does and does not get it, so it become very much a closed shop, I suppose they see it as a threat

I didn't get made up by the current star class referees at the time. I was made up by the Board as was another senior referee. We can only advise, the Board have the final say. Just clarifying!
