SUBJECT: Election / Statutes
Dear Presidents and Secretaries General,
Further to the letter sent to you recently with regard to the inclusion of the AIBA Pro Boxing
Program (APB) in your Federation’s statutes, articles, constitution or bylaws, AIBA would like
to point out a few additional points which apply to all Federations’ election processes.
Not a long time ago, it has been brought to our attention that more and more AIBA National
Member Federations are being pressured by their government interference while proceeding
with an election.
We would like to point out Article 14 of the AIBA Statutes, which states:
14. EXCLUSION OF ALL EXTERNAL INTERFERENCE
14.1 The election and appointment processes adopted by each National Federation must
be approved by AIBA and each National Federation must prevent any and all external
interference in their election and appointment processes. AIBA may send an observer
to the election at the discretion of the President or at the request of the National
Federation (in which case the National Federation shall pay the costs and expenses
of such observer).
14.2 Any person elected or appointed as an officer of the National Federation who is not
selected in compliance with Article 14.1 shall not be recognized by AIBA.
14.3 Decisions passed by bodies that have not been elected or appointed in compliance
with Article 14.1 shall not be recognized by AIBA.
In addition, we refer you to Article 34 of the AIBA Bylaws, which states:
34. ELECTION OF NATIONAL FEDERATION OFFICERS
34.1. In deciding whether or not to approve and recognize any election of officers of a
National Federation and the organizational structure of a National Federation
pursuant to Art. 13(E) and Art. 14 of the AIBA Statutes, AIBA shall consider the
following, non-exhaustive list of factors:
(a) the integrity of the election and appointment process;
(b) the level of external interference in the election and appointment process;
(c) the affiliation to a professional boxing organization of any elected officer of a
National Federation, it being understood that where any such elected officer has
held any position within, or has been affiliated to, any professional boxing entity
(other than World Series of Boxing and/or APB), including as a Boxer, coach or
trainer, such officer must have resigned from such position no later than one (1)
year prior to the relevant election. Such officer shall not be entitled to hold any
position within, or be affiliated to, any professional boxing organization (other
than World Series of Boxing and/or APB) for so long as such officer is an Official
of his/her National Federation. This Art. 34.1(c) shall not apply to Officials of
National Federations to which Art. 8.3 of the AIBA Statutes applies;
(d) whether the election has taken place in accordance with local laws, AIBA,
Confederation and National Federation Statutes and Bylaws
(e) observance by the National Federation of the AIBA Code of Ethics in conducting
the election.
Therefore, from now on, kindly note that no National Federation’s election will be recognized
by AIBA if the following information is not sent to AIBA at least one (1) month before the
proposed date of the election:
• Date and place of general assembly or congress
• List of nominations for presidency and executive committee
• Agenda
• List of delegates
• Copy of most recent NF statutes, articles, constitution or bylaws in English (kindly
note that these statutes, articles, constitution or bylaws will need to be reviewed and
approved by AIBA before any election may take place)
Upon receipt of the above documentation, AIBA will review it and make a decision whether or
not an election at general assembly or congress may be carried out.
Moreover, the results of any election should be immediately sent to AIBA for approval (within
2 weeks). Failure to do so could result in the non-acceptance of the election results.
The above measures might look extreme to you but are taken to protect the autonomy of
AIBA National Member Federations as set out in the AIBA Statutes/Bylaws and in the
Olympic Charter.
We would like to seize this occasion to remind AIBA National Member Federations that the
AIBA logo is the property of AIBA and that it is absolutely and totally forbidden to use it for
National Federation’s own logo.

What does this mean ? Are they saying that our coaches cannot train amateurs anymore, if they are affiliated and coaching the pro boxers ? This is all very confusing.............please explain if you understand the letter from the AIBA.......thx.

My take on this is that you can not be elected to a national level position if you have any ties with professional boxing (other than AIBA Pro Boxing). So for example, on the board of directors. This doesn't mean you can't continue working as a coach for bother amateurs and pros.What does this mean ? Are they saying that our coaches cannot train amateurs anymore, if they are affiliated and coaching the pro boxers ? This is all very confusing.............please explain if you understand the letter from the AIBA.......thx.

Thanks for the explanation, I cannot believe the AIBA is making our amateur boxing program here in the U.S. so complicated. I'm sure there are more changes coming, hopefully, it will not discourage the kids or the boxing coaches from participating in the sport.

I'm afraid your 'take' is wrong.
The plan is to force existing Pro-Am coaches to ditch their existing pro ties and fully support AIBA's plans for world domination.

I think we should just take a ban!!!
I know it will hurt us in the short term but, think about our kids in the long term in boxing.
Cause we were in such a rush cause some of our kids were going to have matches soon.
What they are doing is slowly making changes with holding the Olympics as there prize.
I just leave it at that.

As messed up as professional boxing is, I don't AIBA to go anywhere near it after what seeing how they ruined amateur boxing.
My faith in AIBA doing anything good for pro boxing is zero.
Also, I agree that it will be impossible for AIBA to govern boxing in all it's forms.
For AIBA to be elected to be the sole govering body in pro boxing will require a change in a number of different trading laws in countries all over the world.
The opposition toward this kind of takeover and monoploy will be huge.
