This fight was talked about when Winky started showing fine form as WBO champ, beating Dodson, Bingham and Foster in England. Norris was WBA and IBF champ then but was past his prime and would soon unravel.
Anyhow, what would happen if peak versions fought?
Winky would've been troubled by Norris' speed, combinations and movement IMO. And Norris always seemed bothered a bit by men who could cover up well, such as Drayton and to an extent, Daniels.
Who Wins: Winky or Terry Norris?
i go for Norris myself.
Really, it's Norris speed/power/energy vs Winky's superior defense and better punch placement/economy. Norris would definitely have trouble penetrating the defense, but the way he throws bursts of punches would ensure he'd score points. That left uppercut would be an important punch and he could switch angles beautifully.
Winky's excellent, but Mosley and Tito - his best wins - weren't exactly at their best, nor were they really versatile. Norris had consistently better opposition (Little, Castro, Daniels, Quincy Taylor, Pettaway, Mugabi, Meldrick, Blocker, Drayton).
Even though he could screw up, I'm inclined to think that type of form shown above would stand him in good stead vs Winky.

Norris could win if he used his movement to come in, hit Winky and move away. I'm not sure if his combos would be effective against Winky's defense.
Winky could win if he didn't follow Norris around and timed him coming in hitting with his own jab followed by his left.

one advantage for Winky is he's a good straight puncher who knows when to punch. Norris has the shorter arms and needs to be in close to be effective - although slick his best shots were hooks & uppercuts.
thing is, Winky has been flat in a lot of his fights: if you forget McKart I, Mosley I & II, Papillion, the British fights, and Frazier, he could be very uninspired and lacking imagination. he faded a bit in big fights. i don't think vargas beat winky, but winky finished weaker in a close fight.
didn't see him vs Harry Simon though. he was definitely troubled by Vasquez' power - you can't just say they were all slips (although he was raw) unless he tripped over a few straight lefts!
