They told Haye and Chisora to fight and they would fight the winner, they were heard saying this out loud at the post fight press conference where Haye and Chisora ended up brawling. Offering someone a fight and making a genuine offer of a fight are two wildly different things.
Boente and Vitali have come out and said that Haye was sent all the paperwork for a November fight (ie, instead of Charr) but they never heard anything back. What they don't say is that the offer included payment in coat-hangers, a 15-year tie in to fight Vitali and Wlad in rematches and a contract with the same hair-stylist as Herr Boente. It's classic Klitschko and while Haye is no longer in a dominant position when it comes to fight negotiations, he is aware of his value and would appear to have no desire to work for less than he feels he deserves.

I don't think Haye's value has dropped that much. He has raised his profile by being on 'I'm a Celebrity', smashing Chisora to peices in a fight that generated world wide attention, and given lots of interviews to German television and newspapers etc. Also, he has the biggest profile out there after the Klitchko's. I get the impression that Vitali and/or his manager's bottle has gone. Also, if Wlad was super confident he would face Haye again and try and go for the KO he wanted and get paid more money than he would get for boxing anyone else.Their silence is quite telling, I think.

Haye, going into the Wlad fight, was marketed as a beast and possible heir apparent of the division. Basically the one thing people agreed on throughout his career, those who followed it at the time, from the magazine to the TV announcers, was that Sanders was never in condition.

Just because Haye was hyped before a fight and it didn't go his way, it doesn't mean he should be endlessly punished for it.
He is the best boxer that Wlad could box out there, and yet he fighting people like a washed up Mormeck (never a heavyweight in his prime) and now having a 'warm up' to the fat Povetkin. It would mean more and be more competitive if he rematched Haye
