It all depends on your skill level, on paper Oscar was matched tough early in his career but in reality he was way above the people he was fighting. I’m not picking on the golden boy it’s just one of those things.
Like the first poster nominated Steve Little and he’s right because Little was a limited fighter (let’s say a 6 out of 10 in terms of talent) who fought a lot of people at and above his level of ability.
Example of a modern warrior Carl Froch (7.5 to 8 out of 10)
He fought Pascal (7.5), Taylor (7.5), Dirrell (8), Kessler (8), Abraham (7.5), Johnson (7.5) and Ward (9) in consecutive fights.

Norris had a couple of DK goons as gimmies during his reign but he was matched fairly hard almost his whole career.
He fought a number of future world champs and title challengers prior to winning the title and also fought a fair few once champ. Of course he also had the misfortune of facing Julian Jackson in his first title tilt.

Alot of the Thai boxers have been matched hard, as they have alot of experience in Thai boxing before turning to western boxing.

The subject matter is matched tough, so I'll give you matched tough. How about a guy who, in his first 20 fights was thrown in with Hurricane Carter, Don Fullmer, Georgie Benton, Rory Calhoun, Henry Hank and Holly Mims (twice). Then moved up to heavy and fought Muhammad Ali, Joe Frazier (twice), Floyd Patterson, Oscar Bonavena, Jerry Quarry, Ron Lyle, Earnie Shavers, George Chuvalo, Joe Bugner and Leotis Martin. And he did it in 53 fights. I give you Jimmy Ellis.

Jake LaMotta fought a lot of good competition throughout his career. About 40 fights vs fighters in top 10/ or the champion. Also had a lot fights vs fringe contenders.

Not one that comes up often but how about Brian London, some of the names on his record include Henry Cooper (x2), Willie Pastrano (x2), Joe Erskine, Floyd Patterson, Roger Rischer, Jerry Quarry (x2), Eddie Machen, Dick Richardson, Billy Walker, Thad Spencer, Joe Bugner, Muhammad Ali, Amos Johnson, Ingemar Johansson, Nino Valdes, Pete Rademacher, Tom McNeeley, Jack Bodell, Henry Clark and Zora Folley. Not bad at all.

Carl Froch most definitely. Gatti fought Patterson twice, Manfredy, De la Hoya, Mayweather, Ivan Robinson x2, Ruelas and the Ward trilogy of course. Ward's career was also filled with tough fights. I spose in their case, if you're not quite in the elite, you can't choose your pay day so got to get there the hard way and then be the underdog when the biggie arrives!
Ali's also a good argument. When he came back from his exile he jumped straight in with Quarry rather than having any easy tune ups. then again, there weren't many soft touches in the Heavyweight division back in the 60s and 70s so pretty any top heavy can argue tough matchmaking!
