Carlos Monzon may be worth mentioning. Hard to say how good his competition was early in his career, but he fought a lot of good opponents during his title reign.

nobody mentioned Giardello, Luis Rodriguez, Emile Griffith. They fought every worthwhile fighter in their divisions during the dacades they operated.
