Fighters are removed from the rankings upon a year of inactivity, and Haye hasn't fought in almost 13 months.

BoxRec does not include fighters who have been inactive for over a year in their ratings. Haye last fought on July 14, 2012.

Some other prominent boxers not ranked by BoxRec include cruiserweights Antonio Tarver and Lateef Kayode and light heavyweights Beibut Shumenov and Karo Murat, all of whom last fought on June 2, 2012, and light flyweight Juan Palacios, who last fought on May 26, 2012.

http://www.the13thround.com also excludes fighters who have been inactive for over a year from their rankings as well.

Haye and Murat can fight their way back into the rankings on September 28 and October 19 respectively.
