You can use the same argument the other way around though. Surely Holmes would be better saying Tyson was the harder puncher as it was Tyson who Ko'ed him. I don't think by Holmes saying Shavers was the hardest puncher is any strange claim as Shavers is generally considered the most powerful puncher in the heavyweight division ever. That punch Shavers decked Holmes with would've flattended most other fighters.

Interview with Mike Weaver.
BB: After the Jones loss, you reel off five wins all by knockout. One of those wins came against tough as nails Columbian Bernardo Mercardo who was a very big puncher. In that fight, you stopped him in the fifth round. Just how hard of a puncher was he, and what do you recollect about this fight?
(As soon as Mike heard the name Bernardo Mercardo, he laughed and said, "He sure was a big puncher") Before this fight, we had sparred in the Hoover Street Gym in LA. In the gym, he knocked me down. Then the next week, we sparred again, and he knocked me down once again. From those knockdowns, he really felt he could beat me.
Well, time passes, and they made that fight. During that fight, he knocked me down once again. But he hit me when the bell had rung and that made me very mad. I came out the next round and knocked him out. In fact, I feel that out of all of my opponents, Bernardo Mercardo was the hardest puncher I ever faced.

The hardest puncher he ever faced was -- surprise, surprise -- not Marciano. That distinction belongs to the venerable light heavyweight great Archie Moore, to whom he lost a 10-round decision in August, 1948.
"He almost broke my jaw," said Lowry. "I was going with (the woman who would become) my wife then and we had been invited out to a turkey dinner right after that. And I couldn't eat. I was sucking through a straw.
"Moore was the hardest puncher I ever fought. And he was pretty old when I fought him."
That was four years before Moore beat Joey Maxim for the light heavyweight title at the age of 39.

Ali has said that Shavers was the hardest puncher he ever fought.
These statements about who them the hardest may not mean a lot.
Some guys aren't going to say an opponent that they didn't like.
Also, they may not have got hit with the other guys best punch when they fought them. For example, Ali didn't get by many clean hard punches against Liston, like he did against Foreman, Frazier, and Shavers.

controversial, thats cause lowry took a inexpereinced green marciano distance twice. he never got hit by a hard marciano shot during those fights. but moore was a very hard hitter, and was still a hard hitter in heavy division

Brockton, Holmes got up after Tyson knocked him down. Tyson had to knock him down three times before the fight was stopped.
Holmes was stopped by Nick Wells in an amateur fight in 1972.

Lowry took Marciano 20 rounds so to suggest Marciano never landed a decent punch is ridiculous. If he didn't that speaks volumes about Marciano. The first fight with Lowry was by all accounts controversial as many observers thought Lowry won 6 rounds to 4.
