I think he means the best 4 that aren't tied up in the tourney. I think the season as a whole, Gibbons, Langford, Charles, Loughran, and Spinks are probably the top 5 fighters, up to now.....

I think it is also worth noting that Jimmy Bivins has offered a title shot to Dariusz Michalczewski - this fight will go ahead unless Michalczewski's Manager pulls him out.
And should that be settled, the title fights are confirmed for this week.

1. Michaelczewski has not yet won a World Title this season and
2. He would be doing well to fight for a World Title with his current ranking at 24th.

I would agree that Tommy Gibbons and Ezzard Charles are in the top two (either way around) and I would also put Michael Spinks and Tommy Loughran up there seeing as they both defend their world titles three times consecutively. And after his recent exploits, you'd probably have Jimmy Bivins up there as well.
The sixth spot is a toughie. There are a few candidates who could be put in there:
Sam Langford has been in the top 10 for quite sometime.
Floyd Patterson is the Original WBO Champ.
Archie Moore has maintained a high ranking (even though his record is not kept updated)
Kid Norfolk has been a 2 time IBO Champ.
Maxie Rosenbloom has been a 2 time IBO Champ.
It's a close one to call.
PS. And ultimately this conversation is a precursor to the Super Six debate which will be coming up within the next 3-4 weeks.
