I'm gonna go with Rose, while I think Fenech was the better fight overall, at Bantam he wasn't at his best nor did he beat anyone as good as Rose did. Fenech was only 2 or so years into his Pro career when he had his last fight at 118, and IIRC at the time the IBF title wasn't classified as a major title.
