Foreman has to be number one.
Max Baer, Jack Dempsey & Ingemar Johansson were also great one shot power punchers.
Tyson had great power & he did spark some of his opponents with single shots, but Tyson's power was more in related to his handspeed & combination punching: he was perhaps the best finisher in HW history as opposed to having the best one shot power.

Foreman would be #1. Would lean toward Tyson as #2.

Foreman had how many one punch KO's? Aside from Moorer (never the sturdiest of chins) I can't think of any off the top of the head. He just pounded men into the ground.
