NO.
Fitz has been a bit of a cinderella story, struggling throughout the season then achieving spectacular glory at the end of it.
However, I'm saying no because for me a HOFer has to do better than just have two very good consecutive weeks, in which he gathers a bundle of titles. We have seen this "coming out of nowhere" story before with Joe Frazier in the Heavyweight season - but to quote myself from the post LHW season discussion thread:

Back in the Heavyweight season it was Joe Frazier who went on a great winning run to become the Undisputed Champion at seasons end.
And in the real life Super Six - it could be said that Lucian Bute was the true victor, because he spent two years beating up on second rate contenders like Brian Magee, Jesse Brinkley and Jean Paul Mendy.
Fitzsimmons only did well because all the top six were tied up into fighting each other... And for me, it's just not enough.
The HOF has to be about finding and honouring the best, not inducting guys who have had fortunate streaks near the end of the season.
