Okay with the year coming to an end, which fighters / trainers / promoters have had a good year, and which have had a bad year.
Good Year Fighters.
Ricky Hatton - Won both the WBA / IBF Titles, appears to have no promotional ties so can choose his own path way.
Clinton Woods - Won and defended the IBF title.
Alex Arthur - Added the European title to his collection in a good year.
Scott Harrison - Won the Featherweight battle of Britain and is still champion.
Michael Hunter - Adds the European title to his British and Commonwealth belt.
Martin Power - Wins and defends his British title in thriller, will become a much in demand TV fighter if he keeps it up.
Jamie Moore - Reclaims the British title.
Eamomn Magee - Any year would have been better than 2003 for the Irishman.
Wayne McCullough - Two defeats, but more in the title picture than in 2003.
Michael Jennings - Adds the British title, involved in some good fights this year.
Ricky Burns - Bursts onto the domestic scene with some cracking wins.
John Murray - As Ricky Burns.
Billy Corcoran - As John Murray.
Kevin Anderson - Emerged as a potential star of the future.
Scott Dann - wins lonsdale belt for keeps.
Been a bad year for (fighters).
Carl Thompson - One dreadful performance is all he has done.
Howard Eastman - Two defeats signals the end of his world title hopes.
Brian Magee - Hasn't re-established himself following the Reid defeat.
Robin Reid - Smashed by Lacy.
Matthew Barney - Loses twice this year.
Michael Jones - Loses his British title.
Gilbert Eastman - Doesn fight.
Neil Sinclair - Will he fight again.
Richard Williams - As Sinclair/Eastman.
Jawid Khaliq - As Williams.
David Barnes - Stopped in Commonwealth title challenge.
Jason Cook - Looked awful in Welterweight return.
Esham Pickering - Losses the Super Bantamweight battle of Britain.
Junior Witter - Lacklusture displays all year.
David Walker - Surely the end now.
Ian Napa - Two controvesial defeats and a comprehensive one.
Kevin Bennett - Loses his Lightweight battle of Britain and seems off the radar.
Enzo Maccrinelli - Hasn't shown any more.
Mark Hobson - Not busy enough.
Lawrence Murphy - One time Middleweight contender, looks out of the reckoning.
Alan Jones - Losses his way a little after two defeats.
Jimmy Vincent - Finally gets a British title shot, only to get caught cold.
Johnny Armour - Looked shot to pieces in his only fight of the year.
Damaen Kelly - World title fight alludes him.

You yourself said though that it should be based on achievement and not potential (I'm talking about the P4P sense). Thompson is still undefeated in a number of years (officially), still holds a world class win over Rothman and the mandatory for the EBU title. He hasn't lost since these fights - and untill he does I still think he should be ranked high in the P4P stakes.
Even though I have absolute NO DOUBT that Hobson, Haye, Maccrinelli and a few other domestic fighters will now beat Thompson - untill he loses he still will hold a lofty position for me in the UK rankings and the P4P stakes, based on an unavenged (yet) win over the #3 Cruiserweight (should Haye beat Gurov).
Jennings to prove himself the best in Britain he'd have to beat the likes of Magee, Anderson, and a few others. A win over an inactive Vincent and Boxing Monthly's #8 fighter (Pryce) doesn't bode in the P4P status.
Officially at least I think you still have to call Thompson a world class fighter, Jennings isn't that yet.
As for Bennett - of course he is ranked high still, what I meant nothing seems to be lined up. No British, Commonwealth or European shots. After a great fight like he had with Earl a rematch could well have been ordered. Now, he seems "off the radar" in terms of big domestic matches. He is kind of like in the same boat as Jonathon Thaxton.
Just quickly looking down your list strangely enough I wouldn't say Napa has had a bad year despite the close/controversial losses
Taking Power very close and hurting him bad in a fight nobody gave him a chance in and proving he can hang with a top class boxer like Kelly both on top of the bill fights on Sky have surely improved his profile from where it was at the beginning of the year when people were mocking his comeback due to his weight gain.
Yeah he was robbed against Callaghan but it hasn't stopped him fighting, esp when you think of how inactive the rest of the domestic fighters are at bantam.
Surely a fight with Robinson or a return with Booth or Power could be made for next year?
