How does a Kazahk qualify for an EBU title?

Maybe he has some european routes? Malignaggi was talking about fighting for the EBU title based on his Italian routes so could be that I guess or it could just be the usual crazy world of boxing.

No one takes that title seriously, EBU and OPBF titles are meant to be the top titles...*sighs*

Didn't England play the Kazaks in the world cup qualifying a few years back? They were in the European qualifying group.

Australia are in the Asian one as well. The Kazahks switched in 2002 Uzbekistan have apparently been thinking about doing the same.

Don't think so, but from wikipedia
Participation in the contest is open to all active member broadcasters of the EBU. To be an active member, broadcasters must be in the European Broadcasting Area, or be in a Council of Europe member country.[1] Eligibility to participate is not determined by geographic inclusion within the continent of Europe, despite the "Euro" in "Eurovision" — nor does it have a direct connection with the European Union.
