Thought this might be interesting. Often fighters who never got a title shot are largely ignored and get less attention that guys who fought for the title and failed miserably.

Who were the best heavyweights who never got a shot at the championship or at least a major title?

Yeah, Bivins was one of the first guys that I thought of. He may have got a title shot if it was not for World War II. It might have been an interesting fight against Louis around 1943-1945.

Interestingly enough, Foster and Clark did meet. Clark won a decision. In other eras, they would have been higher rated contenders.
