What if Roy had moved to Cruiserweight in 1998-2002, and fought Juan Carlos Gomez and Jirov?

It depends on what year(s) you are talking about.
Nonetheless, I'm fairly confident that Roy would have had a successful spell at Cruiserweight.
Let's assume that you are talking about October 2002 - March 2003, when he moved up in weight and prepared to face John Ruiz for the WBA Heavyweight Title. At around that time the four Champions at Cruiserweight were:
WBC - Wayne Braithwaite
WBA - Jean Marc Mormeck
WBO - Johnny Nelson
IBF - Vassily Jirov
Looking at those four guys, I'd say that Roy (in his prime) would go in to the ring as favourite against any of them.

Against Gomez, Jones probably would have beaten hima t the turn of the century, but the later in to the decade you go, the more Roy declines and the greater chance that Juan could beat him.
I suppose it all depends on the timing of the fight.
As for Jirov. I would have fancied Jones to have beaten him on any night. Jirov beat a helluva lot of lower class fighters.

I think he could have looked great against everyone in the list bar Nelson. Although Jones' extra speed and moves probably would have seen him through 116-112.
