If 2 boxers contest a vacant European title how long is it before the winner has to fight a mandatory?

I don't believe there is a rule on this it would be entirely down to the EBU championship committee who would sanction the contest strictly subject to the following conditions which would undoubtedly contain a ruling on it which would cover every angle on the direction the title would be going in the future

Just like the EBU rule that you couldn't challenge for their title immediately after a defeat - all of a sudden rules that have been in operation for years can be worked around (allegedly of course .....).

On a sidenote i was thinking today about Groves challenge against European champ Rebrasse
I thought EBU rules stated that a fighter cannot challenge for the belt coming off a loss??
I remember when Mitchell fought Murray that John's Euro strap wasnt allowed on the line coz Kevin was coming off the Katsidis loss??

I view the EBU below the British title.
The fact that they're based in Italy and every other fight involves an Italian takes the piss.
Guiseppe lauri, Christian sanavia, and Simeon maludrotto practically had 5 fight shots at it per annum.

Ryan Rhodes remained mandatory for the European when taking on Alvarez. However they then wouldn't let him fight for the title because he was coming off a loss. This is why the Khomitski fight had to be made.
