Yet Another Boxing Film Mystery

I just recently got ahold of another boxing film that I cannot identify. The film is an 8mm with an edge code that dates it to between 1938 and 1940. There are a couple of clues that might help in identification: 1. Note the ring ropes. Three strands with the middle strand white or light, and the top and bottom dark. Ive never seen this. 2. The referee's uniform which is dark (Ive only seen this in Chicago and Seattle). 3. The referees. The film itself is a home movie of a boxing card and features several fights. Lets see if anyone can provide any clues:

The first fight on the film appears to be heavyweights:

The second fight on the films is between and dark skinned black guy and a white guy

The third fight on film is the longest filmed of the footage

At this point on the card the referee changes

The tall guy in the first still reminds me a little of Pat Comiskey but looking at a quick glance of his record I see no Chicago or Seattle...hard to tell from the still...

..a bit like Buddy Baer too..does the fighting style reveal much?

The fourth picture down the ref looks like Billy Cavanaugh....hard to tell though

Im not sure if its seattle or chicago. those are just the only two places ive ever seen that had those dark uniforms. in fact i think seattle had light pants and a dark shirt so thats probably not it.

It really looks like Buddy Baer to me...can you notice any star of david emblem on the left side of his shorts? The physique is very similar as is head shape and hairline.
Of course I could be COMPLETELY WRONG!!!

no but cleveland had ring ropes like that.
