I think the problem is the recent injuries were not genuine for Haye and he was implicitly following Booth's advice to pull out.
I think for whatever reason Booth saw some things in the Fury camp with Haye (Wilder apparently knocking him out, not looking as sharp, Carrying a bit more weight/body fat than usual/ Booth actually rates Fury very highly from previous comments) and decided he wasn't ready.
Then the shoulder surgery, timed again on Booth's advice to miss out on the rescheduled Fury fight.
I now think Booth thinks that Haye should not ever fight again.
Wilder who was in camp also reiterated pretty much the same thing that Haye should stay retired recently in the press, so it was obviously a feeling emanating from the Fury camp.
Haye obviously doesn't agree and has parted company with Booth.
That's my take
Haye carrying more weight/bodyfat, Wilder thinking Haye should stay retired, Booth rating Fury highly all fact.
