Out of all Boxers that turn Professional how many of them get to a level where they can fight for world titles?.

Probably 1 in 200 .

It is more than that. There are 800-1500 fighters per weight class. There are at least 4 champions per weight class, if you don't count interim, intercontinental, silver, super, etc. Each of these champions probably do an average of 4+ defences often against fighters outside of top 10. So, I would say, there are at least 16 fighters per weight class who participated in title fights making it 1-2% of all boxers, but I suspect that it is even more than 2%.
