4 Ward
5 Pacquiao
6 Kovalev
7 Gonzalez
8 Rigondeaux
9 Froch
10 Crawford

I think a good P4P list is a blend of the two lists you've proposed, though putting a greater weight on more recent performances. I still think 'who beats who' is irrelevant in ranking boxers, unless you're talking about fighters who have actually fought or at least fighters in the same division. 'If they were the same size' is a silly notion because fighting styles change with size.

Active boxers based on records:

1. Pacquiao
2. Mayweather
3. Hopkins
4. RJJ
5. Marquez
6. Cotto
7. Martinez
8. Bradley
9. Froch
10. Wlad
* Mosley would be #5 if he was still active.

My actual P4P rankings:
1. Mayweather
2. Pacquiao
3. Gonzalez
4. Marquez
5. Rigondeaux
6. Froch
7. Wlad
8. Alvarez
9. Kovalev
10. Bradley
* Ward would be #4 if he were still active

I tried doing one based purely on ability, skills etc but found it a very frustrating exercise and gave up! For instance, GGG would rate highly, but I couldn't decide how highly because we've yet to see him in the ring with a genuine p4p fighter so it's hard to gauge how good he really is.
