THE BEST EXPLANATION OF WHY THERE HAS BEEN NO FIGHT
Whatever else you want to believe is fine. But, to me, this is the best rationale why we have never had the fight. And, it explains why we may not get a fight this time either. I think in a perfect Arum world, Pac-Money is the absolute last fight Manny has, the last payday after every other penny has been rung out of the philippino icon.
"Does Arum really not want Pacquiao fighting Mayweather? Pacquiao isn't scared to fight Mayweather. Mayweather isn't scared to fight Pacquiao. If Pacquiao beats Mayweather, you know there will be a rematch. However, if Mayweather wins, that's pretty much it for Pacquiao. There is nothing else to continue talking about. It's no coincidence that Pacquiao began fighting in China after his knockout loss to Juan Manuel Marquez because the American public no longer believed he could beat Mayweather. However, 3 Pacquiao wins later, and Mayweather needing an opponent to bring in huge pay-per-view numbers, we have once again come full circle. The idea of Mayweather vs. Pacquiao is all Arum has left to hang his hat on. If that goes away, so does Top Rank's biggest money maker. If the fight doesn't come together, Arum can continue to publicly state that Mayweather is scared of Pacquiao, thus keeping the business, and brand, of Pacquiao alive and kicking. It's just something to think about ladies and gentlemen. It may not be easy to hear, but it makes perfect sense."

I definitely agree Arum is the holdup & has always been. Freddie has stated he thinks HIS SIDE was at fault in the fight not happening years ago. There is a few articles & videos floating around right now that show all the lies being told this time around by Bob & Michael Koncz (Bob's lackey imho) that suggest its the same now.
I think if Manny loses 0-12 to Floyd he's still a PPV draw. He got KTFO by Juan Manuel & is still a draw so idk that Bob is that worried about what happens when/if Manny loses to Floyd. Manny's well is about to dry up either way so its not gonna be much of a gain or loss money-wise for Bob whatever happens.
Personally I think Arum is a spiteful mfer & I think the guys he's picked out early on who've become the biggest names in the sport money-wise without him is something that he has issues with. And lets be real, people always talk about Floyd wanting money, but imho Bob WANTS money even more so so I think Bob has more money concerns with this fight than Floyd has ever had.
People just think Bob is some random old cat cuz he's 84 or whatever years old. Bob is a master of boxing promotion. He's arguably the best, most successful promoter ever. He's certainly lasted a long time at a very high level of anyone I'm aware of. This cat gots an ego so big it'd would make Floyd's ego whither up in fear lol. That being the case I think Bob has more issues making this fight & putting Floyd on a whole other level of popularity without getting a great deal for himself than many would be able to grasp with their underestimation of Bob the man, the promoter, the mfer with a huge f#cking ego. Thats just my speculation on the situation obviously, but I think its more based in reality than most of the theories out there in particular the ones that just focus on Floyd & definitely the ones who discuss Manny at all in this fight being made or not being made.

Interesting take on the aspect of Arum's ego. Floyd's is well documented, but not many folks stop to think how the wheels have to be spinning in Arums head. Two of the biggest moneymaking fights in the history of the sport and he didn't make squat from either one. Gotta be some deep seated hate there in a man who likes cash as much as Bob.

It's all on Floyd and it always has been. If Floyd wanted to finish Arum's big meal ticket he would have.
But Floyd knows Pacquiao is his worst nightmare, a lefty with KO power and non stop unpredictable aggressive relentless combinations.
Floyd has done a masterful job of lying and projecting his reluctance on Arum.
Now it's obscenely obvious, with a potential $200m PLUS slapping him in the face for two fights with Pac, and he's ducking out to take $32m for Cotto.
Floyd wants the sure sparring session points win, not a KO loss to Pacquiao and Arum which will be shown once a month on ESPN Classic for the rest of his life.
If you repeat the lie over and over and over, you're gonna fool a lot of people. Floyd's lying has saved his career from a KO loss.

^ I seriously doubt Pacquiao knocks out Mayweather. I can see a possibility where Pacquiao might out point Mayweather. Pacquiao clearly has a unique Boxing Style. So does Mayweather. It would be a good fight.

Bob doesn't want this fight because of his own ego, years ago when he had Mayweather as his fighter he made the comment, "Floyd Mayweather is best fighter he has ever seen, better than Ali, better than SRL" and as soon as Floyd left him then all of the insults started. Later after Bob inherited Manny he started heaping the same praise upon him as he did with Mayweather, I can guarantee that if Pacquiao had been smart enough to not re-up with Top Rank that we would've heard the same bad talk about Manny not being a great fighter and whatnot.
Too bad that Manny Pacquiao is too dumb and signed back with TR and by his own actions proved that he is being guided by Arum to avoid this fight at all costs, I don't believe Manny is afraid, I just think Arum is pushing the buttons and Pacquiao has no say.
If Arum has his way we will never see the fight just as Ariza stated long ago.

he can be lucky to be again seen as floyd's top contender.
i do not know the psyche of arum and what his real stance
on all of this is, but his role as a promoter dictates: make
the fight and put in a rematch clause. possibly you end up
with a trilogy of mega proportions. this chance outweighs
all risks of manny's career being ended and it is certainly
in line with the business habit of a boxing promoter to go
for it.
the truth is, you cannot get a floyd fight when every penny
was squeezed out of you. this option is simply not available
with the p4p king.

If you remember, Arum wouldn't even consider giving Floyd a 50-50 split after he came out of his 21 month layoff, and would not consider fighting Floyd at 147. Floyd instead fought the #2pfp guy at the time, and was only a 2-1 favorite. Its funny how our memories get selective.
Manny is lucky to get 60/40 at this time due to his two losses since the very first negotiations began. Floyd still has not lost and his PPV sales compared to Manny's is the reason he gets the lion's share of the purse. All Manny has to do it beat him, and get the bigger cut next time. Floyd made about 1/2 what DLH did in their fight, (22 vs 52 Mil?) and had to concede pretty much everything.

The reason why it didn't happen then is that Arum knew that if Floyd did what many expected him to do- totally dominate Pacquiao- Manny's earning potential would have suffered greatly.
Yes, he would have that large payday but there almost certainly would not have been any rematch or trilogy. He would continue to be a big attraction but definitely second tier.
All you need do is take a look at Pac's box office since he got KOed and you can see what Arum was avoiding. And look what it has taken to get Manny back into the conversation- two of three wins over B or C level competition and the one quality win over a guy who, while elite, has shown he is not the greatest tactician in the world.
