Vargas is a ok to good fighter (Somewhere in the middle), not great. He's had a few debatable wins and hasn't even faced B+ level or above opponents yet. As you pointed out, he lacks punching power as well.

I agree Vargas haven't face a top 10 or top 25 fighter yet,are any guys that can test his chin.Only guys he face that where competitive were Antonio Demarco,Wale Omosto,Josesito Lopez,& Khabib Allakhverdiev.Vargas also wants to move up to 147 but is powerless.

Vargas isn't a great fighter. He has pretty poor defense and as others have said he hasn't fought anyone really beyond fringe world level yet(if DeMarco and Lopez even qualify as that), as well as slogging through several life-and-death affairs along the way. He does have heart and a nice fan-friendly style though despite his lack of power.
