How is roberto Duran not eligible for any of the titles? How can he not be ranked? What am I missing here?

We don't want to drop out belt and we're not nuts about fighting Whitaker anyway.

Week 25 is the MDT and all the belts will be in the air, we're not doing anything crazy this week.
