As the Mundine vs Andrade thing only fell over recently your list has the look of a back to the drawing board scenario which begins with just listing a few names.

According to Dan Rafael, Kirkland is a big possibility to be on the Cotto vs Canelo Alvarez undercard.

Surely Rose couldn't jump from #15 to a title fight? Particularly when Mundine is only #4 regardless of him holding the minor belt. I assume it's most likely Choc's next fight is one of those three. Would be very suprised if it wasn't those three or Soto Karass.
Rose could easily jump those places, considering those fighters would be unwilling to face Mundine. Vanes is fighting Ishe so he's out. Mundine just recently beat Rabchenko. Julian Williams is fighting Trout end of year or early next year. Cota, Dolton, Vitu are dreams, the WBC knows that.
14 and 15 would be realistically able to fight for title. And the rankings wouldn't stay like that. E.G convention is November. By then, the rankings will be totally different and Rose & Nelson especially will be top 4.

Joshua Clottey could be forgiven for rubbing his hands together about now if Mundine gets to fight for the full WBC title and few of the other contenders are available.

You referred to the better fighters in the WBC ratings by saying "considering those fighters would be unwilling to face Mundine."
If that truly is the case, you then have to ask yourself if the WBC would really want to create an opportunity for Mundine to contest the full title against a #15 rated opponent. Because where to then for the WBC if Mundine happened to win?
Surely the WBC would prefer their big guns to be contesting the title.

Rose is not going to jump all the contenders off his win over Jones and he's never going to be in the top four.
Canelo will not interested in Mundine(something about a guy named Cotto).

Agreed, but he is a paradox, just when you read someting nice about him he says something that contradicts what everybody who knows him says he is. Personaly i like him and would love him to fight a top 5 guy. And even if he lost i wouldn't think any less of him. But if he doesn't fight a top 5 guy next up i will wipe him as a fighter.
