No he can't. IMO he was on roids after Briggs that's why despite it being IBO rules that all championship fights have drug testing there was no drug testing for Green v Tarver.

DRUGS AND STIMULANTS:
1. The administration or use of drugs, injections or stimulants, either before or during a match, to any boxer or by any boxer, is prohibited. This includes smelling salts, ammonia capsules or similar irritants.
2. The local Commission shall order anti-doping examinations immediately before or after the contest. The urine sample shall be supplied in the presence of a member of the local Commission, the Commission physician or his appointee and representative of the boxer.

At the press conference today Green said it was possible Tarver "dodged a bullet" as neither man was drug-tested at their fight in Sydney in July, 2011, and he had felt the American's sudden and dramatic weight loss prior to that bout was unusual.
"Who knows? We had photos and he was next to the front-rowers of the NSW State of Origin (rugby league) team ... and he dwarfed them," Green said.
"The disparity in weight was plain to see, and the fact eight weeks later he made the weight and maintained strength throughout the fight ... who knows? He wasn't tested.
It would also explain Greens verbal abuse of hospital staff where the police had to be called ''roid rage''. Though he may be off roids now.
