Well, we have Flappy Bob saying this:

This is the latest in what has become an alarming trend of Arum making one assertion only to be refuted by Pacquiao shortly afterwards.
Anyone got some insight into what is really going on?

I'm going to take a wild stab in the dark here but here it goes...
Bob Arum's opinion is Pacquiao will probably have 1 more fight, but Pacquiao himself doesn't want to commit to retirement yet.
Was pretty hard to come to such a conclusion given the vague clues in the articles but if you look hard enough the answer is in there somewhere.

Don't think all is going well with Top Rank. They don't have as many TV dates due to GBP, GGG and Kovalev being popular on HBO and Pacman is in his last legs.
It's been obvious that Bob wants to set Manny up with Crawford for a few months now as a torch passing as the man in his stable. Very interesting couple of years ahead for them.

When Manny re-upped with TR, it was supposed to run through 2016 and call for 2 fights a year. Arum knows they concocted the lie about the flaky shoulder deal that was supposedly healed by SALTWATER and he can see the light at the end of the tunnel for Packy and worse he knows it isn't a pot of gold but another flash one punch KO coming soon with Manny waking up staring into the lights unless they drop him back down to LW so he can feast on lesser punchers like Algieri types.

Don't be surprised if Mayweather becomes a free agent and then fights Pacquiao first quarter next year. In the meantime Pacquiao vs Khan makes some sense.

If Pacman is trying to exert more control, he's left it a bit late, right now, he looks like a busted flush following his non performance against Mayweather, so he's not really in a very strong position to boss Arum about. Pacquaio belongs more to the past than the future now.

If I'm Manny, i've got a new fire lit under my butt after all the negative backlash from his lackluster effort in THE FIGHT. But there's really nothing else left for him to do in Boxing besides fighting Mayweather one more time. If I were him, i'd start going after Floyd in the media to create some buzz.
Manny did come to fight that night and Floyd came to run and peck. I know that the second fight would be better. There was no way for these two to live up to the tremendous hype that night. Less pressure in the second fight will bring out the best of each guy. I really hope that it happens. Floyd still wins again but it will be more entertaining.

It looks like someone's little action figure decided that he didn't have enough advantages on fight night already so he decided to take a banned IV completely against the rules. An IV test that most PED users use to mask the drugs they put in their body. I can't wait to hear you try to pass this off as legal and how it had no affect on the fight. KBB, this news nullifies a majority of your past arguments. Most people would call it a night and never visit this message board again but something tells me that you have more character than that. Something tells me that you will do the right thing and stay and answer the bell for the 12th. Where's your head at right now with this news? I see a second fight panning out just the same as the first, with the only exception being that Floyd might land more shots. With Floyd's "Clean Living" now seriously in question, I wonder how much this will tarnish the victory over Manny. In my mind, Floyd's legacy is junk. All of his victories are now in question. He's one pathetic human being. If there's any truth to the thought of karma, we will find out this weekend. My own opinion, is that the majority of fighters are taking whatever substances they can get away with, and because boxing testing is so poor, that is quite a lot of substances. If one is to question Floyd's clean living, I would certainly question Pacquaio's as well and a host of other elite fighters. You can't just look at Floyd in isolation, and in fact, there's no evidence of any actual drug misuse at this stage.

Using IVs is against WADA, but apparently not USADA or NSAC. And yeah, it might not seem 100% kosher...but it is lightyears more aboveboard to do the IVs AND get tested (before and after) than to walk away from a mountain of money because you refuse to do random testing at all.

This is a lot bigger than you are making it out to be. This couldn't be more shady. The infusion was not something that he copped to on his own accord. Floyd was found to have IV paraphernalia during a visit to his home. That's the only reason that he got pinched. Then all of a sudden, he gets the USADA to agree that he got approval from them and then they submit for approval 19 days after the fight? Are you kidding me? This is so filthy and egregious that the USADA could be done for good.
