current rios says he's retired so i take him at his word.
if the guy was committed to coming into camp already in shape, meaning
he ate right and lived right and was prepared to train, i would pick him to
beat a lot of guys people on this board say he would lose to.
assuming they both were committed to boxing, and if you are talking about
victor ortiz, rios would blast him out.

Current Ortiz is the #56 welterweight on boxrec, and with good reason.
Rios may be pretty poor. People may be overrating him. I may not pick Rios over virtually any top 20 welterweight, including Provodnikov. But I think Rios can beat the current version of Victor Ortiz.

Don't these two have a long standing beef?
The fight would make sense next year as a final payday for them both, as long as the politics doesn't get in the way.
I'd fancy Rios to grind Ortiz down if it happens (provided he is in shape)
