It has nothing to do with ranking. He may not get licenced on medical grounds because of past complications/injuries. The BBBoC are very stringent with medicals and rightly so. He looks fit enough so you never know but it's a possibility that his trip to these shores could become a journey wasted.

He's already failed one so he has previous.

I find him entertaining but he's irrelevant as a world level heavyweight these days. Somebody will pad his record with his name and that'll be the end of it.

IF he could pass the medicals, get a license (both unlikely) who would he be willing to fight? If you look at the 'fights' he's had since he came back the opponents are absolutely dire, Briggs would refuse anyone with an iota of ability and we'd end up with a one rounder over Larry O or Moses Matovu.
