Tests have been known to vary 70 nanograms because of different levels of hydration (which is not taken into account, you have to pass regardless of hydration). 70 nanograms is a very minute concentration compared to the allowable concentration that its almost laughable. To say your test cannot vary and they have to be consistent to the nanogram when they all have allowable concentrations is insanity. But it plays in the American media because Povetkin is a Russian. Americans just want a champion regardless of the circumstances.
Maybe Wilder's team, the WBC, and VADA think that, being so many thousands of miles away with a language barrier, and Victor Conte being so familiar with the legal system (he's been to prison for PED distribution), that Povetkin and his promoter won't even bother to sue -- or maybe they think they can bribe the judges, thwart justice, and get a ruling their way if and when Povetkin and his promoter bring a lawsuit.
Meanwhile, maybe American promoters think they can make hundreds of millions off Wilder from cherry fights... Thanks for the link. It makes me wonder now how the 4th test would show traces, even the B sample, after three tests prior were fine. Looks like it will be a few months until things get sorted out. Hopefully the fight happens early next year still, assuming they find Povetkin in no wrong doing.

Meldonium helps to increase energy thus improving performance. Povetkin is a healthy individual with no cardiovascular conditions whatsoever. He took it because it was a legal way to enhance performance by way of increased energy, therefore it is absolutely a PED which will then need to be banned hence it's addition to the WADA banned substances list.

Caffeine is a drug and helps increase energy. That’s why people drink coffee. Taking amino acids helps increase energy. Dark chocolate, energy bars.. various protein drink concoctions.. bee pollen.. royal jelly.. even improving your diet helps increase energy... although none of those are going to be banned because increasing your energy is not the test.. If you saw that entire match, it was just continually one punch and grab as much as possible and then rest on Povetkin, so Povetkin needed to carry twice as much weight as normal to make him tired. Somehow Povetkin allways have an amazing stamina, so he didn't get stopped or anything and continued to try to attack the hugger.
It was absolutely idiotic that Klitschko didn't get disqualified actually.
