A year ago is fairly recent in boxing, and both of Charr's subsequent wins were over mediocre. Number 7 is very generous to him, although not really surprising with the way ABC's do thing.

But Charr lost to Briedis on August 22nd 2015. That is not recently IMO. But you are most welcome to think it is

I'd say it's fairly recent. For many fighters only a bout or two usually occurs in that span (two for Charr since the KTFO loss).

The WBA gave Browne and Oquendo 30 days to get organised to meet inside 120 days - back in the first week of September - so the clock is ticking on that.
In the mean time, the WBA have joined the WBO in giving Tyson Fury 10 days to show why he shouldn't be stripped. So a window of opportunity may well open for Browne if he can get the job done on Oquendo.
