He obviously has no intention of ever getting in shape, but he might take a title opportunity for the payday. I don't expect him to provide much of a fight though, and it wouldn't surprise me if he just has no intention of ever testing himself. Most guys that do this for a living though do it for money, and I'd expect Ruiz would get more money to fight Parker than he would to fight more of the Franklin Lawrence's of the world.
