I don't think it's out of the question to assume he'd be facing criminal charges, especially when he's disclosed publicly that he's taken class A drugs. I'm not saying they will be carting him straight to prison, but they'll at least be talking to him about it.

The sticking point is the location. It's better suited to a stadium, in order to maximise the revenue. The Millennium stadium has a roof, but a London or Manchester stadium would be an easier sell.
