i mean, for example in kovalev-ward fight, in late rounds, so many rounds were just even. ward landed a clear shot to kovs face, 5 secondes later kov landed a clear shot to wards face. than 1 minute of clinching and some air punches. how can you give such a round, where both did exact the same to one or the other?
first half of the fight was all kovalev. the reality is he won 6 rounds out of the first 8 rounds, with one being 10:8, so ward had to ko kov in order to win, because on points he couldnt catch him anymore. than ward won some, but most rounds, if i am 100 % honest were 10:10.

Seem to remember some publicity about the answers in past, one the judges have been told not to and two fans go mental about draws and judges not siding for one or the other in a round, probably hyped by how rarely the tv "experts" give them.

They don't score 10/10 rounds because many judges used this to rob the guy they wanted to lose and gift the guy they wanted to win... You score 3 even rounds because in your biased mind the round was reasonably even, though you couldn't possibly give it to your favorite..
Even rounds happen, but if the scoring criteria are followed they're rare... If both boxers score the same number of punches the cleaner most effective shots win... If the boxers landed equally cleanly and effectively you go to who successfully defended more punches... If that's also even you go to the guy who was more aggressive... If they were evenly aggressive the boxer who controlled the pace, distance, ring space, and style of fight was the better ring general.. and he gets the round... If that was also even it's an even round... Can't be anything else.

Just looking at the who won poll and very tiny number went with a draw, many polls about who wins on here don't even include draw option, just stands out most people don't actually like it, even though it can be more accurate reflection

It's basically regarded that you score a 10-9 round if you have estimated that either fighter had an advantage by even a single punch. You are pretty much expected to make a Herculean effort to avoid scoring a 10-10 round. I had to score round 6 of Kovalev - Ward a 10-10 round, because I had it exactly even, and there's no way I was going to flip a coin and just pick a guy. But that's the only round where, by my estimate, neither fighter was ahead by any amount. There were some other rounds where I had a guy ahead by only about 1 power punch, but like... you score those 10-9. Certainly if I designed the scoring system, it would be a lot more precise, but also a lot more prone to user error.

If this happened, the scoring of the media would have to follow suit, particularly HBO, would more accurately reflect the competitive nature of evenly-contested bouts... resulting in less controversy and outrage.
At the moment, there are far too many cries of "robbery" for a highly-competitive and evenly-fought contest, which just seems wrong.
And the vast majority of the Kovalev-Ward controversy is due to the HBO commentary team strongly favouring the fighter possessing an exclusive contract with HBO.
