Loma could comfortably go up to lightweight, but he's only just arrived at SFW. a jump to 140 might be a huge ask without a fight to settle at a higher weight.
Equally Pacquiao could probably easily make 140lbs, 135 might be extremely hard, it's not as if Manny has plenty excess body fat to shed.
I know Manny's a small WW but to lose 12lbs when he's that ripped wouldn't be easy. Particularly when he no longer lives boxing the way he once did.
