I think that's a bit of a naive statement. It's the effects the drug would have one the body in greater volumes before the test. Drugs do not make your muscles stronger. They allow you to train harder for longer which results in stronger muscles. Taking the drugs for the fight itself, albeit stupid, wouldn't have the desired effects.
