You are probably kidding, but if you are seriuos... Glazkov has no chance against any of top heavyweights - Fury, Wlad, Joshua, Wilder, Povetkin, Ortiz, Pulev, Parker, Ruiz and some others. It's a pity you don't know much about boxing, with 20 fights he did what many with 30 can't do in boxing and had the IBF belt, and other thing I'm pretty sure he can win Parker, Ruiz, The Others and Hughie Fury, you are comparing C and D class boxer with a class A boxer who didnt show all he got because of a serious injury. Wlad, Joshua, Povetkin, Ortiz, Pulev he can stand and fight well against them cupcake, even win against one or 2 of them... Wilder is a pussy who dont have guts to pick an A class boxer against him with fear to lose his "0", Fury is retired with 300 pounds if you dont know... He didn't have the IBF belt. I truly believe he will come back good as before and will give trouble to many good boxers, many boxers pass through tough moments in their life.

Glazkov is a decent, fringe contender type Heavyweight. He's no threat to anybody at the top, and I figure several guys below the Top 10 can beat him as well.

Only time will show who is the last to laugh and when it happens with some TOP10 and below TOP10 HW defeats some guys will have their mouth shut and I will surely bring this topic back.

Glazkov was overrated in the BoxRec ratings due to some close decisions going his way. He's a smallish heavyweight at 6'2" and 220lb or so, which wouldn't be a problem if he had elite power, speed or skills, but he doesn't have any of these. He's a decent operator, but nothing special.
Glazkov's breakthrough win was a clear decision over an old, washed-up Tomas Adamek who was a blown up cruiserweight who formerly fought at 175lb and then went on to lose to the very average Szpilka and Molina. He also squeaked a majority decision over the journeyman Derric Rossy and won a controversial decision over blown-up cruiserweight Steve Cunningham.
I'd favour any of the current champions over him, but he's a pretty solid gatekeeper type (kind of like Chisora) and hasn't been stopped aside from injury, so it will be good to see him back.
