If you kill someone you usually end up with life imprisonment or the death sentence (depending on which country you committed the crime). I just suggest to ban the guilty people involved from the sport and not the innocent ones. The expected prime minister of the Netherlands has been murdered a few years ago, but the murderer is walking free again no problem and even get's financial support from the Dutch government. Stepanova is as sanctimonious as you can get it, a dopeuser that received a warm welcome in the US for her nice story and is now competative again while millions and milions of people can't even join the olympics any more, no matter how good they are, because of the location they are born and a bunch of scared racists.

But let's be realistic here, a country which sponsors doping to breed success indicates that a lot of athletes have at some point or other taken banned substances.
