If fighter wants to absolutely peak for each fight then 3 is the maximum he can realistically manage in one year. Some experts think that 2 per year is the ideal. Modern training methods are very exhaustive. Sparring takes its toll as well. You could probably manage 4 cycle a year but you would be knackered and would have to rest in the next year. And this is providing that you are not badly beaten up or injured in the fight.
For comparison the top Olympic athletes have 2-3 month training camp before the Olympics and do not compete 6 month after the event.

With the first 3 fights all in a span of roughly 3 months. Sometimes I don't think people give the "over the hill" mid-70s Ali enough credit.
