Arum says Manny Pacquiao could be Fighting Jeff Horn

Arum already told the New York media he's just waiting to hear from Pacquiao and if he wants to take Horn,but there a lot of criticism,if Horn has the ability to even challenge or even compete with Pacquiao.The deal is already on table an Horn already accepted Arum's offer,should Pacquiao fight Horn are not?
