I see two most likely reasons:

- Golovkin is in fact injured

- The money promissed by Kazakh government appeared to be imaginary or cuts demanded by Kazakh bureaucrats were too high.

I don't think they would sacrifice the unification just to satisfy Oscar's demands. Canelo can still rematch Chavez if their fight is close. "Public will demand that".
