I think he can still definitely come back and rebuild his career at 154, but I'd recommend he just fights some soft touch opponents for his first few fights to ease himself into the division and let his eyes heal up proper.
He's a very good fighter, and both of his losses have been in respectable efforts where he put on a good fight. His fans and Boxing fans in general I think will certainly understand if he takes a few easy fights in the remainder of this year and maybe he can put together a big fight with Khan around this time next year.
Gutted for Brook, imagine his eye going again, it must have been a nightmare to deal with and painful if it made him quit, he showed massive heart again though to have that last final push, it was do or die but Spence was just too sharp for him, I had Spence Jr up by 5 rounds at the end, I thought it was a great fight, real high level boxing from both guys there was a lot of top level fighting going on from both men, Brook looked best when he was bullying Spence at mid range and Spence looked a bit troubled at times when Kell landed, I was surprised that Brook was able to outspeed him early doors but as expected Kell faded and the eye hindered him, Brook's countering early on was on point as well
Spence showed a lot of grit as well, he had the toughest test of his career, lost a few rounds but got in the driven seat and on my card won everything after the 5th and after putting Brook down he got the finish, quality fight between 2 class acts, Brook has no need to stay at welter now, hopefully he moves up and hopefully theres no accusations of him being a quitter

Gutted for Brook. Quality high level fight. Brook looked excellent and was boxing well the first half of the fight. From round 7 onward Brook looked like he was tiring. Spence is a class act. Hopefully they make the Thurman fight next.
