IBF East/West Europe Super Welterweight Title

I know titles are all over the place these days so its nothing new to witness a title sprung that you have never heard of but what is interesting is that what do you need to be to be able to fight for this title?

What are the requirements that boxers need to be able to fight for the IBF East/West Europe Super Welterweight Title ?

I should imagine the only requirement is to pay your sanction fee. Sounds like another joke title

There'll be no specification to compete for the title, other than the competitor is alive. Remember when Larry Donald was the Latin heavyweight champ?

I'd hope that would be a rule with the IBF. It wasn't in the past for the WBO.
