I can't have Bellew in there until he beats a fit HW and I can't have Haye in there until he beats someone other than a club fighter.

I'd put Hughie above Allen and even though he's currently inactive I'd put big Tyson at 2 on the proviso he has a fight this summer.

Left Hughie out only because he's been inactive for over a year and I'm not convinced how this UKAD hearing will work out.
I prefer rating Bellew at CW but as his last fight was at HW I feel obliged to rate his here.

The only English guy I see that could surprise is Daniel Dubois, all the others are known to me, or not interesting

No way Belew is no2 he got lucky little more. I would have Gorman higher and Lewison around 7 he is a better fighter than Sexton Cornish or Allen at present. Also Webb beats Sexton for me.

How on earth is Bellew above Whyte and Chisora, and on what planet is Haye above Chisora now?

Even using your system of slowly downgrading inactive fighters, I'd still have Tyson at no 2 on that list.... 3 years after he dies!

Even if he turned up in his current shape, I think Fury would probably beat any British HW other than Joshua.
