That aint Billy Conn (I dont think).
The dude is somewhat hairsuite,look at the forearms.
Billy Conn never had any noticable body hair.
because he was of Irish extraction .

well,possiibly it could be Billy Conn later in his career after he returned to boxing in 1946 after WWII.
I know he didn't look much like the youth full looking Billy Conn who fought Joe Louis in 1941,
and some people tend to get hairier when the age some.

Billy Conn had only 2 more addidtional pro fights after his rematch with Joe Louis in 1946.
The photograph appears to have been taken sometime in the the late 1940's-1950's-early 1960's era.
(Ben Lee equipment was a favorite of Rocky Marciano)
