Who should get inducted into the IBHOF First? Tommy Farr or "Baad" Bennie Briscoe?

This is the Old Timer category in the International Boxing Hall of Fame question. I would please like to ask you. The IBHOF changed the rules on the old timer category a few years ago that push the fighters retired in 1942 and choose the fighters who retired in 1988 because it was the end of the 15 round era. The question is that would fighters who never won the title like Tommy Farr, who last fought in 1953 and "Baad" Bennie Briscoe, who last fought in 1982 would eventually inducted someday? The Hall of Fame had already inducted fighters in both Old-Timer and Modern, who never won the title like Sam Langford, Peter Jackson, Joe Jeannette, Sam McVey, Harry Wills, Jimmy Bivins, Charley Burley, Billy Miske and others just to name several. If they inducted those guys I mentioned, then one day Tommy Farr and "Baad" Bennie Briscoe would eventually get in posthumously. Both Farr and Briscoe fought big names, including legends who are members of the International Boxing Hall of Fame. What is your opinion?

Big fat no. Many, many fighters more deserving. There is sort of a cult following for Briscoe, but can't see him ever making it.

Is there a non-title holding fighter on the modern list?

Lloyd Marshall
Laszlo Papp
Holman Williams

Since the criteria change for the International Boxing Hall of Fame since 2015, any thing could happen for certain uncrowned champions to eventually inducted into either the Early Era (1893-1942) or Late Era (1943-1988) Old Timer Category. Farr and Briscoe should be in the Late Era Old Timer Category.

Just going with heavyweights, why should Farr get in before say Ernie Schaaf? He wasn't even close to being a great fighter. This is no reason to even consider him.

As Klompton said, what is the case for either Briscoe or Farr? I think Briscoe has a weak one and Farr none at all.

How about Lew Feldman? He should be in the hall in my book

Briscoe fought 8 champions: "Marvelous" Marvin Hagler, Carlos Monzon, Rodrigo Valdez, Emile Griffith, Luis Rodriguez, Vito Anutofermo, Vicente Rondon and Eddie Mustafa Muhammad and Briscoe went 2-10-2. The only two champions Briscoe beat were Rondon, who he avenged his earlier loss and Eddie Gregory (Eddie Mustafa Muhammad) when both fought at middleweight.
