Buster Douglas... Should have trained for more than just one fight... He had to be the laziest and fattest man in Boxing History.
Tyson Fury... Another fat pig... Should have developed a work ethic and found a way to rule his appetite, weight, and emotions.
Tim Witherspoon... Should have had at least 5 more fights before challenging for the Heavyweight Title... He thought he was a finished product...
Luther McCarty... When he showed potential for Boxing he should have quit his work busting wild horses. Too damned dangerous leading to his death...
Ed "Too Tall" Jones... When he couldn't get any more fights he should have changed management, yelled, screamed, and raised Holy Hell.

Tim beat Snipes and he was a lot better for Holmes... But he peaked in his 16th fight for Holmes... That's a freakin' waste if there ever was one.

I liked Witherspoon. One of the best heavies of his period. His story of getting screwed by the dirty men of boxing is a sad one

All the other guys you mention failed in the RING, which is definitely not the case with Garcia.
One potential great who DID waste his talent was Riddick Bowe, who always got way out of shape between fights and then drain himself getting back in fighting shape. Undisciplined lazy slacker!!

Don't know, it was close, but always felt Renaldo did enough to edge Tim. Even though I don't think he takes peak Dokes, if they had him fighting Dokes or Coetzee in 1983, he definitely was taking those guys. Definitely a waste of talent, though it's not all on him. Gamboa is one I'm not sure about - a talented fighter for sure but one that'd most always lose to the first truly elite opponent he faced IMO. If it hadn't been Crawford it would have been one of Rigo, Loma or Garcia.
