Boxrec has Lucien Guillot listed as French lightweight champion after defeating Georges Papin in 1922. Guillot was never French champion. The fight with Papin in Nantes seems to have been an eliminator. L'Ouest-Éclaire (1922-07-08) calls it a "demi-finale".

Besides it is very unlikely that the French Federation would have sanctioned a title fight a couple of months after Debève had won the title from Poutet who would win it back from Debève a month after the Guillot vs Papin fight.

Yes, you are correct. It was an eliminator and not a title fight.
