Mel Turnbow-How good was he ?

I remember in more then one interview where George Chuvalo had said that Mel Turnbow was one of the hardest punchers he had ever faced in the ring (along with George Foreman,Joe Frazier and Mike DeJohn).
However in looking at Mel Turnbow's ring record one would never have thought that.(only 2 KO's in 22 pro fights)
Did George Chuvalo ever elaborate as to why Mel Turnbow was such a dificult opponent as far as his punching power anyway ?

Sounds like he may lacked the Killer instinct in finishing off an opponent when he got them hurt.
I read somewhere that he had Cleveland Williams down twice on the canvas but lost on points in their fight
March.22.1966 at Houston (9 months before Williams fight with Muhammad Ali)
who Turnbow was a sparring partner to when Ali was training for that fight.

He was the lowest rated heavyweight in the title bout board game. Almost impossible to get him a win.

yes but why ? why couldn't he capitize on his punching power ?
Does George Chuvalo go into any depth in his autobiography about the Mel Turnbow fight ?
He frequently brings up his name in interviews.

Mel Turnbow floored Floyd Patterson too in 2 consecutive days of sparring.
(with a right-hand)
back in 1965 2 weeks before Patterson's fight with Muhammad Ali.
(Patterson's camp had an offer of 1000 dollars to any sparring partner who could floor Patterson)

Because he was the worst fighter rated.
